Hainan electric vehicle charging facility operation management measures introduced

Recently, the Hainan Provincial Development and Reform Commission issued the “Interim Measures for the Construction and Operation Management of Electric Vehicle Charging Infrastructure in Hainan Province”. The measures stipulate that the charging facilities that operate externally and access the information platform of the provincial charging facilities will be subsidized by the operating power according to the charging power during the operation phase. The tentative subsidy period is 5 years. The subsidy standard is 0.1 yuan/kWh; according to the installed rated power, the upper limit of subsidy for each charging pile (station) is not more than 200 yuan/year per kilowatt. According to the principle of territoriality, the subsidy fee is 50% for each province and city (county). Subsidize the investment and operation of the provincial charging facility information platform. For the relevant research and development expenses such as provincial platform equipment investment and APP application platform from 2016 to 2020, 30% financial subsidy will be given, and the subsidy ceiling will not exceed 5 million yuan. Financial subsidies will be provided for public service fees such as public network leasing involved in provincial platform operations, and the annual subsidy limit will not exceed 1 million yuan.
